Merri-Bek City Council is often regarded as the forefront of ESD requirements in Town Planning. What we see in this Council is typically adopted by other Councils down the track.

Recently, the Council has developed a very clear ESD Design and Documentation Checklist for Dual Occupancy Developments which outlines the documentation and initiatives required and how they should be presented on the Architectural Plans.

Since May 1st, their latest round of requirements relating to NatHERS Ratings and Whole-of-Home Assessments include:

NCC Building type	NCC 2022	Merri-bek requirements as of 1st May 2024
Class 1 Dwellings/ townhouses	7 Star minimum	7 Star minimum
Class 2 Apartments	6 Star minimum 7 Star average	6 Star minimum and 7.5 Star average

Regarding NatHERS Whole-of-Home assessments, Merri-bek will require ‘In-Progress' reports as well as NatHERS certificates to be submitted for review.
